Setting up a home server in China

I was wondering if any of you guys ever tried setting up a home server for a website of yours, or for a friend. I know some ISP's don't allow it, so I have to ask mine (China Telecom) before I try it.
I was thinking about making a home server for my sites using an old laptop. I am a daredevil or what?
Seeing as though I have NEVER done something like this, it should be interesting. But yeah, I need to make sure the ISP is ok with it. My current hosting provider says I am draining too many resources for my sites, and now I have to look at other options.
Any experiences shared would help me along the way with this. Thanks.

i always make my own personal home servers ,i use wifi network for the rest using a belkin wifi router , my website for my company is an american domain i paid for with my master card, but dont use that for servers as it will cost more to use and use up my bandwidth . its so so damn easy to make a server, all a server is,. is HD and MB you can use an old pc i bought two decent but older pc from buynow for 400 rmb complete too. or you can probably pay4000 for a damn good one for diy
never ever buy a so called new pc they all suck, and are trash , my best bet is learn how to network,build your own diy computer and if you know how to use ubunto and or a unix this would work better sign up online for a server domain and use that .also instead of using windows media . you can use winamp this is awesome as you can sign up and anywhere you go in the world all you need is to go to your winamp account/url and all your uploaded mp3 etc, can be reached to the world

you can link your ip or domain to a new domain or use less bandwidth through your isp and use enother source or perhaps through a gateway or Mirc
