Should I program a chat website for English speakers in Anhui?

Hey guys (long time no see, hope you are all well!)

I've been thinking of putting together a chat website (sort of like an MIRC chatroom) for Anhui expats/locals/friends/anyone.  Do you think this would be something fun that people would use?

We were going to include a chat script in this site but decided not to because everyone uses skype, qq, msn and yahoo.

The IM script here works nicely.

That would be really cool!  I guess the only problem is not knowing how many people would use it?  I get the feeling the Anhui expat pool is still pretty small.

Anyone else think it is a good/bad idea?
