if u have iphone, then just go to china mobile office, pay 100rmb for a new sim card, for return they will give u a cheap but handy Motorola(spelling wrong?)which has english pateron for free, that 100 rmb in the sim card is sort of a depoist, they return 10 rmb per month till the 100 gone. so u may need to put an extra 50 kuai for ur credit.
if u dont have iphone then buy a iphone is quiet reasonable, cost 5000rmb(cheapest one)

The best plan for me is the China mobile account. Not the pre-paid.

Register with China Mobile VIP on WuHu Lu near JinZhai Lu.
You need your passport. I pay a monthly rate of 50rmb every month but I get 300+ messages and other advantages such as cheapest rate.  ;D All up I pay between 150 and 200 rmb per month. I use my phone a lot for messages and often for calls within China. My phone is never cut off unless I forget to pay it on time and ignored the chinese messages. You can also get voice mail but in China, very few people leave a message but it only costs 5 rmb per month.

If you deposit about 100 rmb you get cheap international calls and for 300rmb, you get to be able to use your number in other countries such as HongKong.  If you need help, Rae can escort you.

For International calls, skype is flexible and cheap.

I never use the cheap phonecard as I tend to have an extremely high failure rate with connection so I have a stack of them that expired or failed.

The motorola Rae is talking about is a great 2nd phone, I looking at getting one for students and unknowns. I can turn that phone off.
