Here are the places that I have visited in my 3 years here in Hefei. Just for your reference if this is worth your time to visit, if you have any questions, just email me.
1) Swan Lake - Free, this is good for starters. You can ride a boat around the lake for RMB30 I think.

2) Mingzhu Garden (Mingzhu Gaungchang) - Free, take 901 or 2 long blue bus from downtown (near the Temple Market)
Backgorund is the Sofitel Hotel along Fanhua Dadao

3) Zhiwu Yuan (Hefei Botanical Garden) - Entrance fee is 10RMB, good for barbecue and boating. You can take 108 bus from at Huangshan Lu, end station is the park.
4) Wanfo Lake - Entrance fee should be far less than 100RMB, I forgot because I went there last year (Apr-09). A 1-hr bus ride from city center. This is a 4-island (if I'm not mistaken) island hopping using the boat in the below picture.

) - Fee was 2RMB 3 years ago, am not sure now. You can take 801 bus to go there.

7) Hui Park - never been inside the park, you can take bus 226. This is still along Fanhua Dadao, opposite Hefei Land and HEfei Aqaurium.
8. PArk Near CBD Department Store (I don't know the name) in Changjiang Zhong Lu. Park is free.
