I found this site that estimates the cost of taxi fare within Hefei, from point A to point B. Not sure if it's accurate because I personally don't take taxis, but maybe some of you guys can use it for something.

Quick check shows accuracy within 0-5 kuai, depending on the distance.
Most are accurate, depending on the driver of course. :-X
You can define cross roads with a ',' huang shan lu, xi er huan

I presume the black taxis still have the 1 rmb fuel charge. So the greens with the new meter should not.

All the new taxis have a 9rmb flag-fall but the old taxis have an 8rmb flag-fall.
I got a taxi when it drop off a passenger with the fare still in the 8rmb range, he didn't reset the meter when I got in so the meter was still on the previous fare. As soon as we got 50 metres down the road, the meter jumped and I noticed the fare. He put up a bit of an argument so I reset it for him. He accepted without further comment.
Make sure they reset!
