Express is one of the big names in VPN, but there are others. Most of them are fairly similar in what they offer. It's important they don't keep logs and have a large range of servers and efficient customer service. Use a reputable VPN, not a small, dodgy startup.

The advice in the article you posted can't be trusted because of the "compensated affiliate" disclosure at the bottom. Look around the online reviews in PC MAG etc. and get an idea of which names are frequently mentioned. Then you'll know which ones to go for.

Express is what the vast majority use. Like previously said, if you research VPNs a few names will keep popping up. You can also look at https://www.flashrouters.com/ to get an idea of popular VPN services that can be configured on a router. Basically, the VPN services listed are a smorgasbord of the most common ones.
