Not sure if it's still there. but if you find your way down to Kowloon.. head for the Beggers market. The street resturants are great. reconmend the chickhen in orange sauce YUMYUM.
MOst signs are still in English and alot of people do have ( as mike said ) an ok grasp of english. although this is fading. Finding your way around is difficult to start, but you soon get used to it.. Good underground system , which is also very useful. Was there a few weeks ago ( just passed though ). Can be a nightmare but also alot of fun, so relax and enjoy it.
As far as dangerous?? again as much as any city i guess. Keep an eye on your purse, make sure its in view and always closed. Hong KOng not really known for tourist traps ( unlike Beijing ) but im sure there are some, although i've never come across any.
