i need help on how to go about cancelling teaching contract! any advices?

Medical reasons.

Civil case (not allowed to leave home country for a period of time).

For the visa,yeah! sorry man,its gonna go down theresame path as the contract especially if your employer still needs you.The PSB will issue you a tourist visa on that note to allow you time to get out.
As for the fine,READ THE LINES OF YOUR CONTRACT

Contracts can be cancelled by mutual consent.

It's not advisable to cancel contracts if you want to stay in China, it is likely to create difficulties.

The PSB will not cancel your visa if you don't surrender your passport.  You do not have to hand it over.

A recent case managed to change over with little trouble. Your new school needs to take it over.

You need a reasonable excuse such as no pay, conditions, etc.
