I'm going to buy a scooter, and my understanding is I need to have it registered. According to this link, I don't think I will need a license for a scooter, as long as it is electric.

Does anyone know how/where to register bikes in Hefei or any other relevant info?

Electric scooters must be registered. Take a look at the electric scooters zipping around Hefei, and you will see how the license plate looks like. I am assuming that you register the electric scooters at a police station. The small police station on the corner of Jin Zhai Road and Wu Hu Road (south-west corner) was doing them a little while back. I am not sure if they still are.
That place was also a place for people to register their mopeds, but I am not sure if mopeds are legal to ride any more. I keep hearing conflicting reports.

Yep, licensing is still done there. But we can't get a moto rider's license yet, as far as I know. I haven't tried but a police friend said there was no protocol.

I bought an electric bike today. The people at the shop registered it for me and said that it was the norm, I think. They pretty much just took my name and phone number and filled out a bunch of forms.
