I believe food is fairly cheap or so I have heard from the agent but maybe you might be more reliable. What is the general spend on groceries per month per person? and I suppose rent and utilities? What is the average rent?

The thing about the PRC or anywhere is that basically; one standard dollar (RMB) or whatever, is basically the same everywhere. An average Hefei std family income is 2-3000 RMB but that would be pushing shit up hill for almost all of us that I know here. You could do it if your apartment is fully funded but still only barely treading water. You have got to have lifestyle and some benefits here or you might as well stay in your own country.

If you cook at home - 1000 a month minimum for quality food; meaning not instant noodles every day.
You can live cheaply off the street food but will occasionally have the belly doing flip flops. You have to look after your health with quality clean foods and stay away from being maxed-out on MSG.
Basically, for a foreigner here you need 3000 to play with on food and entertainment minimum but you need more for all the other things like mobile, IP cards, 'treating' some Chinese friends, etc.
Utilities can be a bit pricey at peak summer (AC) and winter (heating) and some agents or landlords try to stuff with charges from what I can gather.
My estimate ranges between 250 to 600 bi-monthly for electricity, water, gas. If you are in an apartment tower you get the service charges for elevator and the like so it can bump up an extra 50 a month approx.
Rents are widely varied with 5-600 (not livable for my needs) to 2500 a month for moderate luxury. In Hupo where many of us are, you can pay 900 for an average yet cheap and nasty kind of place to 1800 for a well furnished pretty "smicko" place. I got an absolute lovely apartment for 1500 with great furniture and everything is clean and in top condition. Maybe a little rare to have one with quality mostly brand new appliances all the comfort to boot but nevertheless they can be found as long as you stay out of San Xiao Kou where the agents usually want 1500 for absolute crap!
A 1000 a month will give you something but you won't be house proud.
